還将限制乘坐動車組一(yī)等座以上和輪船一(yī)定等級艙位;已禁止其乘坐飛機、列車軟卧，限制高消費等列入失信被執行人名單的“老賴”們或将在禁乘飛機、列車軟卧的基礎上，被要求限乘高鐵，限制動車和輪船的一(yī)定等級座位。昨日，最高法院相關負責人在北(běi)京交通大(dà)學一(yī)次論壇上透露了此消息。

　　此前，最高法院、中(zhōng)央文明辦等單位已向社會公布了首批對失信被執行人的信用懲戒措施，其中(zhōng)包括禁止乘坐飛機、列車軟卧，限制在金融機構貸款或辦理信用卡，限制高消費等。

　　上述負責人介紹，已有40餘萬人次被攔截乘坐飛機，另有10餘萬人次被限制乘坐列車軟卧。

　　該負責人透露，相關司法解釋正在修改中(zhōng)，拟限制“老賴”乘坐高鐵，限制動車組一(yī)等座以上的座位和輪船一(yī)定等級艙位。

　　已有70餘萬“老賴”被列入黑名單

　　去(qù)年10月1日，最高法院《關于公布失信被執行人名單信息的若幹規定》正式實施，“老賴”信息陸續被納入最高法院失信被執行人名單庫。

　　上述最高法院負責人介紹，目前，已列入70餘萬名“老賴”信息，“我(wǒ)(wǒ)相信以後更多”，“大(dà)家越來越重視”。

　　而據其了解，這套名單制度執行後，有些納入名單庫的“老賴”主動履約，而一(yī)些聽說自己将“上榜”的“老賴”也着急還錢了，總共占将要或已納入名單“老賴”的20%。

　　該負責人還設想，在鞏固“黑名單”的基礎上，明年将執行管理系統、案件管理系統整合到一(yī)塊，“準備明年把這套東西推到社會上，你們都來查吧，看欠人家錢不欠人家錢。”

　　新網絡查控體系30秒查老賴存款

　　據業内人士分(fēn)析，目前法院執行難之一(yī)是人财物(wù)的查控難，即法院擔負找人查物(wù)的職責，但很多“老賴”都在四處躲藏和隐匿、轉移财産。

　　對此，上述負責人透露，最高法院已初步建立一(yī)套覆蓋全國的網絡查控體系。該體系包括約20家銀行，及證監會、銀監會等有關部門。

　　以縣級法院爲例，若要查詢一(yī)個執行案件當事人的存款情況，可通過該平台發送到最高法院，由最高法院自動認證加蓋相關簽章發送到體系内的銀行，再由銀行将查詢結果直接反饋至縣法院。

　　“完成這個動作最快30秒鍾，最慢(màn)不超過3個小(xiǎo)時。”該負責人說。

　　國務院已成立社會信用體系建設部際聯席會議，牽頭單位是國家發改委和人民銀行。據該負責人介紹，近日在國家發改委牽頭下(xià)，所有部際聯席會議單位都要簽字形成對納稅人的黑名單，共同使用信息，并進行相應的信用懲戒。

　　目前，有關文件提出設想，或将在2016年實行第二身份證。負責人解釋，所謂“第二身份證”，就是個人信用記錄卡，最起碼能查到近5年的個人信用記錄。

In response, the above-mentioned person in charge revealed that the Supreme Court has initially established a set of network inspection and control system covering the whole country. The system includes about 20 banks, and relevant departments such as CSRC and CBRC.

Taking county court as an example, to inquire about the deposit of a party in an execution case, it can be sent to the Supreme Court through this platform, which will automatically authenticate and affix relevant signatures and seals to the bank in the system, and then the bank will directly feedback the inquiry results to the county court.

The State Council has established an inter ministerial joint meeting on the construction of social credit system, with the leading unit being the national development and Reform Commission and the people's Bank of China. According to the person in charge, all the inter ministerial joint conference units have signed and formed a blacklist of taxpayers, jointly use information and punish them accordingly under the leadership of the national development and Reform Commission.
