還将限制乘坐(zuò)動車(chē)組一等座以上和輪船一定等級艙位;已禁止其乘坐(zuò)飛機、列車(chē)軟卧，限制高消費等列入失信被執行人名(míng)單的“老賴”們或将在禁乘飛機、列車(chē)軟卧的基礎上，被要求限乘高鐵，限制動車(chē)和輪船的一定等級座位。昨日，最高法院相關負責人在北京交通大學(xué)一次論壇上透露了此消息。

　　此前，最高法院、中(zhōng)央文(wén)明辦(bàn)等單位已向社會公(gōng)布了首批對失信被執行人的信用(yòng)懲戒措施，其中(zhōng)包括禁止乘坐(zuò)飛機、列車(chē)軟卧，限制在金融機構貸款或辦(bàn)理(lǐ)信用(yòng)卡，限制高消費等。

　　上述負責人介紹，已有(yǒu)40餘萬人次被攔截乘坐(zuò)飛機，另有(yǒu)10餘萬人次被限制乘坐(zuò)列車(chē)軟卧。

　　該負責人透露，相關司法解釋正在修改中(zhōng)，拟限制“老賴”乘坐(zuò)高鐵，限制動車(chē)組一等座以上的座位和輪船一定等級艙位。

　　已有(yǒu)70餘萬“老賴”被列入黑名(míng)單

　　去年10月1日，最高法院《關于公(gōng)布失信被執行人名(míng)單信息的若幹規定》正式實施，“老賴”信息陸續被納入最高法院失信被執行人名(míng)單庫。

　　上述最高法院負責人介紹，目前，已列入70餘萬名(míng)“老賴”信息，“我相信以後更多(duō)”，“大家越來越重視”。

　　而據其了解，這套名(míng)單制度執行後，有(yǒu)些納入名(míng)單庫的“老賴”主動履約，而一些聽說自己将“上榜”的“老賴”也着急還錢了，總共占将要或已納入名(míng)單“老賴”的20%。

　　該負責人還設想，在鞏固“黑名(míng)單”的基礎上，明年将執行管理(lǐ)系統、案件管理(lǐ)系統整合到一塊，“準備明年把這套東西推到社會上，你們都來查吧，看欠人家錢不欠人家錢。”

　　新(xīn)網絡查控體(tǐ)系30秒(miǎo)查老賴存款

　　據業内人士分(fēn)析，目前法院執行難之一是人财物(wù)的查控難，即法院擔負找人查物(wù)的職責，但很(hěn)多(duō)“老賴”都在四處躲藏和隐匿、轉移财産(chǎn)。

　　對此，上述負責人透露，最高法院已初步建立一套覆蓋全國(guó)的網絡查控體(tǐ)系。該體(tǐ)系包括約20家銀行，及證監會、銀監會等有(yǒu)關部門。

　　以縣級法院為(wèi)例，若要查詢一個執行案件當事人的存款情況，可(kě)通過該平台發送到最高法院，由最高法院自動認證加蓋相關簽章發送到體(tǐ)系内的銀行，再由銀行将查詢結果直接反饋至縣法院。

　　“完成這個動作(zuò)最快30秒(miǎo)鍾，最慢不超過3個小(xiǎo)時。”該負責人說。

　　國(guó)務(wù)院已成立社會信用(yòng)體(tǐ)系建設部際聯席會議，牽頭單位是國(guó)家發改委和人民(mín)銀行。據該負責人介紹，近日在國(guó)家發改委牽頭下，所有(yǒu)部際聯席會議單位都要簽字形成對納稅人的黑名(míng)單，共同使用(yòng)信息，并進行相應的信用(yòng)懲戒。

　　目前，有(yǒu)關文(wén)件提出設想，或将在2016年實行第二身份證。負責人解釋，所謂“第二身份證”，就是個人信用(yòng)記錄卡，最起碼能(néng)查到近5年的個人信用(yòng)記錄。

The head of the Supreme Court said that at present, more than 700000 "Laolai" information has been included, "I believe more in the future", "more and more attention has been paid to by all.".

According to their knowledge, after the implementation of the list system, some of the "Laolai" who are included in the list bank have actively performed the contract, while some of the "Laolai" who have heard that they will be on the list are also anxious to pay back the money, accounting for 20% of the total number of "Laolai" who will or have been listed.

The person in charge also envisions that, on the basis of consolidating the "blacklist", the executive management system and case management system will be integrated into one piece next year, "you will be ready to push this set of things into the society next year, and you will come to check it to see if you owe no money to others."

New network control system 30 seconds to check the old laissez deposit

According to the analysis of insiders, one of the difficulties in the enforcement of the court is the difficulty of human property investigation and control, that is, the court is responsible for finding people to check the property, but many "Laolai" are hiding and hiding and transferring property.

In response, the above-mentioned person in charge revealed that the Supreme Court has initially established a set of network inspection and control system covering the whole country. The system includes about 20 banks, and relevant departments such as CSRC and CBRC.

Taking county court as an example, to inquire about the deposit of a party in an execution case, it can be sent to the Supreme Court through this platform, which will automatically authenticate and affix relevant signatures and seals to the bank in the system, and then the bank will directly feedback the inquiry results to the county court.

The State Council has established an inter ministerial joint meeting on the construction of social credit system, with the leading unit being the national development and Reform Commission and the people's Bank of China.
